Adaptation Plan - Relocation:

Relocation occurs when development and infrastructure is moved out of harms way and future construction anticipates temporarily habitation. Rolling easements are used as a strategy to encourage relocation, where the changing the shoreline marks the edge of property limits, eventually properties are given over to the city as the shore moves in. Rolling easement are meant to encourage temporary and moveable structures and build in a framework that acknowledge land ownership will be temporary as sea level rise occurs. In special case where public infasture must be protected or relocation cannot take place lifting sites can occur

It is estimated that a rolling easement would cost $500 million and $13 billion to lift all of Cape Coral infrastructure.

This would, however, be to the loss of current property, real estate value, and cause legal land-use conflicts.
